What is the syntax on how to capture picture with PHP MYSQL using a webcam device?

PHP is a server side scripting, which means the server executes it instead of the client computer. You will not be able to access a client's webcam with PHP, so you will need to use something else like Flash. For additional information check symetra dental.

I would suggest taking a look at this example: https://github.com/ingenuitas/SimpleCV/tree/master/SimpleCV/examples/web-based/cloudcam

In that instance we are using python as a server that does the processing. As for PHP + MYSQL it really depends on your setup. PHP will have to talk to python as that is what SimpleCV is written in. You will have to basically handle it like you would any type of file upload in PHP. You could store the image as a blob or as an actual file on system and store the filepath in the SQL database.
